Enable user-tags-map - in Java config and auto-configuration

Can I enable aws tags from Java config ?

the same as here https://github.com/spring-cloud/spring-cloud-aws/issues/280

It's currently not possible to enable tags from Java config and it's not high on our priority list. PRs welcome!
