Make splunk/splunk a multi-arch Docker image

I'd like to request https://hub.docker.com/r/splunk/splunk to be made a multi-arch image so that we could run it on Linux ARM64. At the moment it is usable only on linux/amd64.

@nwang92 I am glad that there is an interest internally. I guess this will help doing it sooner! But could we please keep the issue open so that we (the end users) know when it is implemented ? Thank you!
