Help with maintenance

Dear maintainers,

I'll like to help with maintenance - in particular to upgrade the dependency avoiding the use of m2r.

This is a follow-up of the issue I raised there: https://github.com/sphinx-contrib/github-administration/issues/30

@ikalnytskyi Would you be open to granting the relevant permissions to either @fcollonval or I?

@stephenfin would you be willing to grant me the relevant permission in the absence of answer from the current maintainers?

Would you be able to open a PR with the relevant fixes first? If @ikalnytskyi isn't available, we'll also need to reach out to the PyPI team to request access there so it's going to be some time before this can be fixed fully

I have requested access to the project on PyPI. If this is accepted, I will look to merge the open PRs and get the gate passing again. We can also explore adding additional maintainers to help limit the bus factor.
