Starfish.data should have CC-BY licenses in their docstring descriptions

@joshmoore raised that we should release licensing information on our public datasets. We should clear CC-BY by our collaborators and then add this to our

  1. released data
  2. documentation

For existing datasets, it should be done asap, as Tony says. For new datasets, I believe the process is that the uploader attached the license with the data.
