Newer Discord clients use the settings-proto endpoint to get and set user settings, gif favorites, slash command frequency, and "test settings". Clients expect the response to be a base64 encoded protobuf of one of the following depending on ID:

1: preloaded_user_settings 2: frecency_and_favorites_settings 3: test_settings
