Make pre-commit hooks available to open source projects

Description

It would be really nice to include the sourcery pre-commit hooks in open source projects so that we get fewer refactoring PRs and don't require all contributors to install an IDE plugin. Right now, every contributor would have to make at least a sourcery free account.
