[Mellanox] remove deprecated sdk sniffer cli and collect sdk dump in show techsupport

What I did

SDK had upgraded the way of api sniffer and this feature will be enabled by default, so make relevant changes:

1. remove deprecated sdk sniffer cli
2. collect sdk dump in show techsupport
3. update the command reference doc.
