Proposal: Main Menu Updating and Pagination

This proposal seeks to add the ability to update the main menu with artworks and sub-menus on demand so that we can improve the performance and usability of the menu.

Proposal markdown file has been updated per the revisions included in accepted Evolution Proposal SDL 0268 Revisions - Main Menu Updating and Pagination. Revisions include adding an App ID parameter to UI.OnUpdateFile and UI.OnUpdateSubMenu in the HMI API. Please reference the issue and proposal markdown file for revisions details.
