Improve step-ca service windows integration/documentation

Issue details

Currently step-ca is just a windows binary but windows requires quite a bit more configuration to be able to run as a service with configuration that isn't in a user profile.

Hi @nwmcsween, thank you for opening this issue.

What would you like to see improved, exactly? At the moment we don't have the bandwidth to look into functional Windows services, so it would be nice to hear what exactly you would expect to see here?
