[Bug]: CA does not use current context to locate x509 template files

Steps to Reproduce

1. Use contexts.
2. Set up an x509 template and set the location as templates/x509/... in the ca.json.
3. 5xx due to file not found error.

Your Environment

• OS - Apple M1 Pro 13.1
• step-ca Version - 0.23.x

Expected Behavior

Find the template in the directory structure of the current context.

Actual Behavior

5xx
