New Paramter: builduser_additional_policies

I don't know whether that is possible, but a CI/CD pipelines lives from deploying/delivery. Therefore the build user will most likely need further policies (like cloudformation:DescribeStacks etc.).

I think a parameter like: builduser_additional_policies : cloudformation:DescribeStacks, ...

would be benefitial. Do you think that is possible?
