We use MinGW-w64 as the default compiler in Dev-C++, so it will not be supported until MinGW-w64 updates its GCC version to GCC 10.
It seems that Dev-C++ currently do not support save the source codes in UTF-8. I will try to support it.

Update: These issues have now been fixed in Sassline, so now we just need to apply the same changes to Alembic. - https://github.com/jakegiltsoff/sassline/pull/61
