A Windows installer would be lovely!

Hi SFFC -

I'm following the instructions on the downloads page, which says to open a new Issue in GitHub to request a Windows installer.

I looked at Issue 14, which is probably basically the same deal (publisher not being recognized), and I get that it's a hassle to get a new dev cert for Windows. I'm using Card Creatr to make spell and power helper cards for my (mostly n00b) D&D players, and would love to get a version newer than 2019 if possible.

And if not, then I'll use the one from 2019 and call it a win! :) Thanks for all your hard work and support of Open Source software, and thanks for making our gaming table more awesomer!

Thanks @GameMaker! When I push the next major update (significant new features) I'll try to get the Windows certificate figured out. In the mean time, the 1.4.0 release is what I recommend.
