Add support for uv project management

Use case description

I see #830 submitted previously to swap pip usage for uv pip, though uv also can act as a project management tool similar to Pipenv or Poetry.

I'd like to propose support for the option useUvoption, to function similarly to how this plugin interacts with the other project management tools.

Proposed solution (optional)

This would use uv's export command to generate a requirements file from the project's uv.lock file: uv export --no-dev --frozen -o requirements.txt, allowing it to follow the pattern established in this plugin for Pipenv and Poetry.
