Implement OAuth2 support

Take advantage of MailKit supporting modern OAuth2 authentication, with app Ids, secrets, and also included Windows certificate store thumbprint.

The reason is that some public solutions like Microsoft are decomissioning Basic Auth for SMTP, and we need to use modern alternative.
