X position of tooltip is wrong when the target view is rotated 180 degree in X

For some views when displaying with RTL locales, it is necessary to rotate the view 180 degrees in the X coordinate. When such views are targeted by a tooltip, the tooltip displays in a completely wrong location and shows no arrow. Seems to have to do with the overall device screen X coordinate being reversed in direction from the target view's local X coordinate for such views.
