In initializeOperatorUI if an exception is thrown then the operatorUI tab is not created. This avoids throwing and instead saves the error message to be displayed by the GraphBuilder dialog.

Modified the display of wavelength dependent bands in Product Manager to include the full decimal value, since currently SNAP restricts the formatting of the displayed wavelengths to 1 decimal place.
