SEADAS: Reprojection Tool Modifications

This pull request modifies the Reproject Tool:

  • adds capability to apply masking
  • adds capability to choose whether to mask on the valid pixel expression
  • adds capability to transfer valid pixel expression to the output reprojected file

This pull request entails the same named branch ("SEADAS-reproject-11.0.0-04-30-24") in snap-engine and snap-desktop, so ideally both should be used.

The snap-engine branch "SEADAS-reproject-11.0.0-04-30-24" includes the contents of "SEADAS-angular-NSIDC-11.0.0-04-30-24" which will be submitted as a separate pull request if desired.
