Not enough documentation for contributing

Hi!

Looks like it would be useful to have something like CONTRIBUTE.md, or other guideline how to contribute to this project.

Now it's hard to start development and contributing to issues.

For example:

• developer must remember or configure running yarn run pre-commit to check if everything is ok with code style and commits
• developer must know and follow https://github.com/conventional-changelog/commitlint/#what-is-commitlint for commits
