Correct, the default value is only assigned in the UI when an item is edited. If you don't save it from the UI then the default value is not set.
It must be because your controller is in a feature that is enabled, but the feature that contains your implementation is not.
Can you try to "ping" one of the assets that are requested? I assume you are actually hitting 404s for all these themed assets.
You probably need to add some user permissions on the Media folder.
