Remove `scvi.data.cellxgene`

Deprecated in 1.2, needs to be removed in 1.3.

Adding here that cellxgene-census still requires numpy<2.0, and only once this constraint will be removed we could also remove it. scvi-tools 1.3 does not have this constraint.
