New Feature: "Force 50 FPS Output"

HI! Would it be possible to add this feauture?

"Force 60 FPS Output" works great in NTSC TVs (60Hz), I would like to test if a new option "Force 50 FPS Output" would work with PAL TVs (50 Hz).

I like this idea, thanks for suggesting it. I'm thinking of just changing the current core option "Force 60 FPS Output" to be called "Force fixed output FPS" and have options "50", "60", "70", "90", "120", "144", "240", "360" so it should be useful in more situtations.
