Create an EMG-BIDS tool for import and export EMG data

Electromyography data is a very close modality to EEG. I expect that the proposed specs on EMG-BIDS would be very close to EEG-BIDS, so that making an EMG-BIDS tool from the current EEG-BIDS tool should be the most direct path forward.
