Use the GitHub deployment API

GitHub has an experimental API for organizing deployments and reporting deployment statuses to the server. Hooknook seems like a perfect use case, especially if GitHub eventually adds UI for the statuses.

In the mean time, at least, it would probably better to emit ordinary commit statuses, which should be very simple and actually useful (since there's a UI).
