I don't think tor.service waits for [email protected]. Nothing in tor.service indicates it would.

Oof, I've started to look into which distributions are using tor.service and which are using [email protected], and it's all over the place. For example, Fedora will try (and retry) to start two tor daemons if this PR is merged. Not having any Wants= dependency on tor at all (and adding a note to the Qubes section instead) seems safer until this mess sorts itself out somehow...
