We need to model the orphan rules. Best current description is RFC 2451

Work items:

  • [ ] Integrate the basic orphan rules
  • [ ] Tests for primitives (which must be in libcore)
  • [ ] Extend to cover more complex cases as described in RFC 2451
  • [ ] Incorporate support for #[fundamental] attribute (with feature gate)
