If .rdoc_options exists, add it to rdoc_target_deps in RDoc::Task

If the user has specified options via .rdoc_options and it's newer than the rdoc target directory, a regeneration should occur.

I would submit a PR for this, but I'm not sure how I would test this with minitest.
