Good catch, right now there is no way to transform the project owner, but I think this is not a bug(the error message is incorrect), it should be a feature.

Please provide the master log related to the parent workflow and sub-workflow instances.

Since this is compatible with 3.2.1, so I change the milestone to 3.2.2.
