Add `cd-4/git-needy.nvim`

I created this plugin because I wanted a way to keep track of the Github workflows that were pending approval in my repositories and I wanted it on my lualine. It can essentially be added to any status bar plugin to display the current number of workflows and is color coded depending on how many have been piling up.

It also has a popup window that allows users to quickly navigate directly to the workflow on Github to grant an approval:
