Create basic test for command-line tools

We have created a new repo rt-tests for various real-time integration tests for public API. See #296 and roc-streaming/rt-tests#1 for details.

This issue is for adding a test for command-line tools to that repo. The detailed description of the issue can be found in rt-tests repo: roc-streaming/rt-tests#4
