Cannot add arabic bookmarks

If I browse to: https://ar.islamway.net, then attempt to add it to the bookmarks, I get an error message titled "Bad string" saying "Empty string not allowed", the bookmark won't be added unless I add some ASCII character to the bookmark name. Yet when I do so, and browse the Bookmark Manager, I find the arabic name in the bookarks (in addition to the ASCII character that I had to add). My bookmarks file is in XBEL format.

I found this issue in ELinks 0.16.0 & 0.17.0
