Emoticons that take up two characters can be dragged and selected in half

Please see the preview video, for emoticons like “❤️♥︎”, in notepad3, when dragging and selecting, you can only drag and select half of it, not the whole thing as soon as you drag and select it.

As found through the website “https://r12a.github.io/app-conversion/”, each emoji is actually made up of two Unicodes.
