Can't type "}" or "@" because of an existing keyboard shortcut

On my keyboard with a slovene layout, I normally type "}" with ctrl-alt-N, but it doesn't work, I'm quessing because of a conflict with an existing keyboard shortcut.

If this really is the cause of the issue, I think this should not be the default keybind, since a lot of people use the QWERTZ layout (I'm quessing everyone with it have the same issue?)

edit: a similar thing happens with trying to type "@", the keybind is ctrl+alt+v and it also does not work
