Slow and flickery open

Since yesterday I made Notepad3 my default notepad, but I noticed opening files is slow even with GDI (no ligatures) and the Standard scheme. It seems to take like 300ms and also shows a white flash before opening.

Using Notepad2 it was instant (~50ms?) and didn't show said white flash. I tested with all the rendering options and only GDI was a bit faster (~150ms, not measured). I can supply video samples to show the issue and startup measurements.

Also while writing, the GUI and menu fonts flicker slightly.

I'm on Win7 x64 with a 1070 on latest 400 branch drivers.
