There are no more endpoints available in the Endpoint Mapper? (Error in PE10)

I try to run Notepad3 in a PE 10.19042, then it warns that:

[Content] X:\Users\Default\Documents\Notepad3.exe

There are no more endpoints available in the Endpoint Mapper.

This failure seems to be caused by RPC or RpcEptMapper. Maybe the RPC or RpcEptMapper of PE is broken.

There can be a various amount of reasons causing this error. Take a look at this site: https://www.partitionwizard.com/partitionmanager/there-are-no-more-endpoints-available-from-the-endpoint-mapper.html (Linking this does not mean that I recommend to install any of the advertised tools (e.g. NOT the "Restoro PC Repair Tool") - I didn't test them - but there are some more hints and advices, which may help.
