The "choose file' buttons is unresponsive

Describe the bug When clicking the "Choose File" button, nothing happens.

To Reproduce Steps to reproduce the behaviour:

Go to contractors admin. Click ‘App Settings’ in the sidebar navigation menu. Scroll down to 'Graphics' Click on "Choose file" button Button does not respond.

Expected behaviour After clicking the "Choose File" button, page will appear and the user can choose documents or files that he/she can upload.
