The "Choose File" buttons under Graphics on the App Settings page are not working

Describe the bug Unable to upload file in the App Settings page due to not clickable 'Choose File' button

To Reproduce Steps to reproduce the behavior:

1. Go to contractors admin
2. Click ‘App Settings’ in the sidebar navigation menu
3. On the right side of the screen under Graphics, click the 'Choose File' button to upload a file
4. Choose File’ buttons do not respond when clicked

Expected behavior The 'Choose File' button should be clickable, and a new window should open where the user then chooses a file they wish to upload.
