"Choose File" button is not working in the App Settings page

Describe the bug Unable to upload file in the App Settings page due to not clickable 'Choose File' button

To Reproduce Steps to reproduce the behavior:

1. Go to 'Contractors Admin' site
2. On the sidebar navigation menu, click 'App Settings'
3. On the screen, click the 'Choose File' button to upload a file
4. Check that all the 'Choose File' buttons are not clickable Expected behavior 'Choose File' button should be clickable and user should be able to upload files successfully.
