[feature] Video room controls and permissions

features:

  1. Participants can specify Audio/Video preferences before joining a room
  2. Authenticated rooms
  3. Public rooms, user broadcast only (like a Twitch stream, where one user broadcasts and others spectate)
  4. Participant count

WIP Bug fixes:

  1. prevent attaching DOM elements for spectators (participants who are not sharing audio/video feeds)
  2. Spectating does not work (spectators don't see streamer) when clients are on iOS
