Graphics 'Choose File' button not opening file explorer

#Describe the bug When the user clicks the "Choose File" button in the App Setting's "Graphics" subsection. However, due to the bug, the file explorer window does not appear, preventing the user from being able to select and upload a graphics file.

To Reproduce Steps to reproduce the behavior:

1. Go to the Admin page
2. Click on App Settings
3. Scroll down to Graphics
4. Clicking Choose File
5. No pop-up window to select a file

Expected behavior The expected behavior is for a file explorer window to pop up, allowing the user to select and upload a graphics file.
