add visibility rules to CMS pages

Is your feature request related to a problem? Please describe.

We have visibility rules for API entities but we don't have visibility rules for CMS pages beyond being restricted to being viewed by people with user accounts

Describe the solution you'd like

Allows access by:

  1. Public
  2. Users (any category)
  3. Users (in category)
  4. System Admins (with can access admin panel)
