📝 Flesh out the language README.

Before we think about releasing the language in some form or making any public noise about it, we should expand the README a bit to include a lot more information on what the language is/does/who its for, etc.

  • [ ] What type of language / paradigm is it?
  • [ ] Who is it intended for, what should it be used for?
  • [ ] Comparison to existing similar languages.
  • [ ] Roadmap and non-goals.
  • [ ] Some examples beyond Hello World.
