I'm thinking this should be merged after #638 which will bring kona to around ~95% which will give us enough of a buffer to avoid regressions hitting the threshold.

If the `op-node` goes with [this PR](https://github.com/ethereum-optimism/optimism/pull/15719), we'll want to make topic scoring optional and turned off by default (so the `kona-node` has sensible defaults).
