Fail gracefully when cluster architecture is not compatible with the devfile

User Story

  • As an odo user using a cluster running on IBM Z
  • I want to get an error when the project uses a devfile that is not supported on IBM Z when running odo dev before anything is created on the cluster.
  • So that I get a fast response that the project will not work on my cluster.

Reopening as I think this might be useful (given some of the issues that have been reported regarding IBM Z - like https://github.com/redhat-developer/odo/issues/7034).
