Provide plugins recommendation based on installed CRD

subtask to epic #208

When a new cluster is connected to, we could propose to install existing plugins relevant to the features/CRDs available in the cluster. This should be based on a registry.

This is inspired by https://github.com/Azure/vscode-kubernetes-tools/issues/772
