Update permissions and add missing IAM user

Update permissions and add missing IAM user.

• When testing on 4.14 and 4.15 two things were found:
  • The permissions for some of the users and policies were different.
  • There was a user, policy and secret needed for openshift-cloud-network-config-controller-aws.
  • The items for cloud-credential-operator-s3 weren't used but kept it as it didn't hurn anything.
  • Assuming these were updated after 4.13, as 4.13 worked properly without these updates.
