Migrate from popperjs/core to floating-ui

The project I work on is migrating away from popperjs/core to floating-ui

Floating UI is the rebranding new version of popperjs, similar to how react-overlays rebranded to react-restart

If we also include react-restart/ui in our project we have to ship a bigger bundle to consumers than we would if react-restart/ui also used floating-ui

Describe the solution you'd like

I'd like to see react-restart/ui migrate away from popperjs to floating-ui

Describe alternatives you've considered

Haven't thought of any yet

After working on a migration in a different repo, it's hasn't been bad and floating-ui has been working well

It's on the roadmap, but getting free time is difficult right now. PRs are welcome
