Steps to reproduce

1. Search Control Panel Setting(Indexing options, mouse setting, etc) in start menu
2. Click it to open but it will not, this is the bug

Exception: As per my experience searching and opening 'Control Panel' and 'Security and Maintenance' from start menu will work correctly

✔️ Expected Behavior

On clicking any Control Panel Settings(Indexing options, mouse setting, etc) to open it directly from start menu, should open it.

❌ Actual Behavior

On clicking Control Panel Settings to open it directly from start menu, start menu closes but the Control Panel setting doesn't open. Exception: As per my experience searching and opening 'Control Panel' and 'Security and Maintenance' from start menu will work correctly.
