Latest Insiders no longer boot (from builds 25188 to the newest at the time of writing 25206)
Boot stalls as soon as UEFI loads bootloader EFI application or shortly after it as there is not even a windows spinner loading. It just gets stuck.
it also appears to affect other armv8.0 devices as i seen armv8.2 devices boot it fine.
Armv8.0 devices are not officially supported in Windows 11.
So... well...
Is it blocked in software like TPM and Secure Boot requirements? Or an actual limitation in hardware?

Limitation in hardware. Armv8.1 atomics are essential for reliability and performance.
Those new builds are no longer compiled with support for Armv8.0 silicon.
