removedrive PR in the Extras repo

thank you for maintaining this bucket! I find removedrive a very useful utility, which I think deserves to be included in one of the default Scoop buckets. I opened a PR based on your work https://github.com/ScoopInstaller/Extras/pull/13155. If it is merged, the app's manifest can be deleted here.
